On the afternoon of September 27, Professor LU Guihua, member of the Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), deputy director of the Committee on Population, Resources and Environment, member of the Standing Committee of the Central Committee of the Democratic League of China, and former vice minister of the Ministry of Water Resources (MWR), visited Tsinghua University and gave a cutting-edge lecture on the topic of “Ideas and Practices of Water Management in the New Era”. The lecture was hosted by FU Xudong, Secretary of the Party Committee of the School of Civil Engineering, and attended by more than 150 teachers and students from the School of Civil Engineering, the School of Environment, the School of Architecture, and the Department of Computer Science of Tsinghua University, as well as LIU Zhiyu, Vice Director of the Department of Hydrology of the Ministry of Water Resources, RU Nan, Vice Director of the Center for Science and Technology Extension of the Ministry of Water Resources, HU Jianwei, Vice Director of the Center for Hydrological Intelligence and Forecasting of the Ministry of Water Resources, and MENG Weichao, Head of the Planning Division of the Department of Water Disposal of the Ministry of Water Resources.

At the beginning of the lecture, Professor LU Guihua introduced the history and current situation of water management in China, and sorted out the characteristics of ancient and modern major hydraulic projects. Professor LU Guihua explained the spatial and temporal distribution characteristics of China's water resources, the thought and practice of water management, and its important role in economic and social development. When talking about the journey of water management in the new era, he took General Secretary XI Jinping's important speech at the Fifth Meeting of the Central Leading Group of Finance and Economy in 2014 as a guide, and profoundly elaborated on the four key issues and new ideas of China's water management in the new era, as well as the national and local guidelines and policies of water management in recent years. Professor LU Guihua especially emphasized the development of the Yangtze River Economic Belt and the importance of collaborative management and joint scheduling. Combined with the rich practical experience, he elaborated the innovative solutions with examples of key and difficult problems, such as the management of Lake Taihu, the management of lake floods, and the transfer and diversion of water.
Next, Professor LU Guihua meticulously combed through the brilliant achievements of water conservancy construction in New China from seven key areas, including system construction, engineering construction, flood prevention and disaster mitigation, water resources management, river and lake management, ecological protection, and scientific and technological innovation. He particularly mentioned that with the full implementation of the river and lake chief system, as well as the successive introduction of the policies of scientific lake management, systematic lake management, law-based lake management and comprehensive lake management, China's scientific water management strategy has been continuously improved. This transformation marks the rapid progress of traditional water conservancy to modern water conservancy, and the reform and development of water conservancy has realized a new breakthrough. The continuous promotion of people's livelihood water conservancy has brought tangible benefits to the people, and water conservancy has become an important support and guarantee for sustainable economic and social development.
Finally, he emphasized the important issues that urgently need in-depth research, including how to cope with global climate change, how to realize the spatial balance of water resources, how to build China's water market, how to scientifically dispatch water projects, how to enhance the level of flood prevention and disaster mitigation, how to efficiently integrate river basin management and regional management, and how to formulate high-quality standards and norms, etc. He hoped that there will be a breakthrough in the future in these research areas.
